- Contract Management Specialist Trainee 1
- A Bachelor’s or higher degree.
- Contract Management Specialist Trainee 2
- A Bachelor’s or higher degree
- One year of professional experience as described below.*
*Professional experience - managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

- You're eligible under the 55 b/c program,
- For 70.1, 52.6, or 70.4 transfer to a Contract Management Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications. To determine if you're current Civil Service title is eligible for transfer to this title, visit the Career Mobility website. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
Duties
Under the general direction of a Contract Management Specialist 2:
- Publish contract and procurement requirements for bidders.
- Develop, evaluate or review contracts, Requests for Proposals (RFPs), Invitation for Bids (IFBs), Requests For Qualifications (RFQ’s), Requests For Information (RFI’s), Requests for Application (RFA’s), Sole/Single Source Procurements, and other related financial documents.
- Perform routine administrative processes associated with the contracts, review contractor performance and compliance.
- Perform contract monitoring tasks including addressing any necessary contract modifications and contract amendments.
- May supervise clerical or paraprofessional staff.
Knowledge, Skills & Abilities
- Ability to read and comprehend documents.
- Ability to compare documents to laws, rules and regulations for conformity.
- Ability to communicate contract requirements to agency staff.
